    Принят в 1913 в рамках реформ администрации В. Вильсона [ Wilson, (Thomas) Woodrow]. Первый после Гражданской войны [ Civil War] законодательный акт, по которому тарифы на импорт были снижены, а по ряду товаров полностью отменены. Вводился режим свободной торговли между США и Филиппинами. Введение в действие закона было задержано в связи с началом первой мировой войны. Назван по имени инициатора, председателя Бюджетного комитета Палаты представителей [ Ways and Means Committee] конгрессмена О. Андервуда [Underwood, Oscar W.]

Среди мер, принятых в рамках программы - законы о федеральной резервной системе [ Federal Reserve Act] и Андервуда о тарифах [ Underwood Tariff Act], создание Федеральной комиссии по торговле [ Federal Trade Commission], модификация антитрестовского законодательства (закон Клейтона [ Clayton Act of 1914]) и др.
